DEFINITION: Serves either as a project engineer for the design, review, approval and construction of civil engineering projects involving site developments and/or improvements -OR- engineering projects involving building mechanical and/or electrical systems. Provides project designs and reviews the designs of in-house and consultant engineers. Performs other duties as assigned.
EXAMPLES OF DUTIES:
Civil Engineer:
- Manages engineering projects involving civil/site components, including grading, drainage, stormwater management, erosion and sediment control, and wet utilities (water, sewer, storm drain). The magnitude of design projects ranges from individual hard courts and parking lots to site design of new/replacement schools.
- Reviews, comments upon, and approves engineering designs of in-house and consultant engineers. Reviews drawings, specifications, and calculations to ensure compliance with BCPS design standards and local reviewing/approving agencies’ requirements.
- Develops civil engineering scopes of work, develops budgets and schedules, reviews and negotiates fee proposals, and manages design progress schedules. Coordinates with various Baltimore County Government agencies for site or utility projects on Board of Education property.
Mechanical/Electrical Engineer:
- Manages engineering projects involving building mechanical or electrical systems including heating, ventilating, air-conditioning, refrigeration (HVAC-R), plumbing, fire protection, electrical, lighting, fire alarm and other related building systems. Analyzes complex designs for building mechanical or electrical systems. Resolves design problems.
- Reviews, comments upon, and approves engineering designs of in-house and consultant engineers. Reviews drawings, specifications, and calculations to ensure compliance with design standards and intent. Interprets codes, regulations, and requirements.
- Analyzes complex building mechanical or electrical system issues. Recommends a course of action based on the analysis. Prepares and presents detailed studies and reports. Works with engineers, architects, maintenance staff, and others to investigate and resolve problems.
General Sr. Project Engineer duties:
- Prepares and reviews cost estimates, specifications, and other construction documents. Coordinates the review and approval of projects with the State of Maryland, Baltimore County, and the Chesapeake Bay Critical Area Commission. Prepares correspondence relating to projects.
- Operates computers and software used in the management of projects in various stages of design and construction.
- Participates in and conducts meetings with consultants, various Baltimore County agencies, school administrators, the public, and others.
- Coordinates project schedules. Inspects and supervises the inspection of project construction. Ensures the project’s technical integrity and compliance to approving agencies’ requirements. Investigates, analyzes, and resolves construction issues.
- Processes project change orders. Coordinates with contractors and field personnel to implement changes. Reviews project expenditures. Reviews requisitions and bills. Reviews account funding.
- Performs other duties as assigned.
Requirements
MINIMUM QUALIFICATIONS:
Education, Training and Experience:
Possession of a bachelor’s degree, preferably in civil, mechanical, or electrical engineering.
Eight years’ experience in increasingly complex civil/site development projects. Experience working with Baltimore County agencies to obtain local permits/approvals for site development projects -OR- experience in the design of mechanical/electrical systems for buildings with a minimum of five years of which included project management work involving building systems.
Experience in public K-12 and/or large capital projects preferred.
Licenses and Certificates:
Registration as a Professional Engineer in the State of Maryland is preferred.

Knowledge, Skill, and Abilities:
Thorough knowledge of the principles, and practices of engineering. Civil: Thorough knowledge of the design of civil/site components for development projects, including grading, drainage, stormwater management, erosion and sediment control, and wet utilities (water, sewer, storm drain). Mechanical/Electrical: Thorough knowledge of design of mechanical or electrical systems for buildings. Thorough knowledge of the principles and practices of project management. Knowledge of computers and software used in engineering design, drafting, computer modeling, and project management.
Skill in managing the design of site improvement projects. Skill in leading employees engaged in engineering design, drafting, and construction inspection. Skill in the preparation of reports, correspondence, and other documents. Skill in preparing detailed analysis of engineering projects, proposals, and site improvement/development projects. Skill in the review of designs. Skill in solving engineering problems. Skill in conducting field investigations and inspections. Skill in communicating effectively with consultants, school administrators, local reviewing/approving agencies, the public, and others.
Ability to establish and maintain effective working relationships.
PHYSICAL AND ENVIRONMENTAL CONDITIONS:
The work of this class is generally sedentary with occasional walking, standing, and other limited physical activities. Duties require travel to sites throughout Baltimore County and movement through project sites, buildings, and areas under construction.
CONDITIONS OF EMPLOYMENT:
Employees may be required to work beyond their normally scheduled hours with little or no advanced notice. Work schedules may include nights and weekends.
